In addition to the information found via the Internet links, documents
provided by the administrative agencies that deal with the immigration laws
of the United States are important to understanding the nuances of
interpretation and enforcement. This is particularly true in the case of the
USCIS - an agency that willfully refuses to comply with federal law and
promulgate lawful regulations. Instead, they issue non-binding policy
memoranda that can be changed - retroactively - at will.
Please keep in mind that policy memoranda change often and do not have the
force and effect of law. They are nothing more than someone's opinion,
issued on a particular day. If the agency wishes to change them, they can
and will make the change without notice or apology.
